Often times local government property appraisers will incorrectly classify business personal property, usually overstating the market value of personal property. 

This is especially true with certain equipment that has a fast rate of obsolescence.  For example, certain scopes used in surgical procedures generally have an estimate useful life of 3-5 years, and some taxing jurisdictions, being ignorant of this type of equipment, will group these scopes into a ten-year property category thereby reducing the market value at a much slower rate. 

Since personal property tax is based on the market value of such property, some companies pay too much property tax each year, because the personal property is not categorized correctly.
